Occasionally, when I see fewer of those 'rolling chimneys', I start wondering whether, just possibly, Bogot�'s environmental authorities are actually bothering to enforce pollution laws. And then a day comes like last Friday to disabuse me of those fantasies.
Here, a small proportion of the belching vehicles I saw that day in central Bogot� - without even particularly looking for them.
